What matters for execution is the network path between the VPS and your broker’s trading server, not your home. Find the server your terminal connects to, then choose the region with the shorter route: Amsterdam is usually closer to European servers, Phoenix to North American ones.
Routes change, so check after ordering: MetaTrader shows the ping to the trading server in its status bar. A new service can be refunded within 7 days if the region does not fit.
One terminal with a light Expert Advisor needs little. Several terminals, many charts or heavy indicators need more RAM and CPU. Bronze (2 cores, 4 GB RAM) is the smallest Windows plan, and you can upgrade any time for the prorated difference.

No. Microsoft Windows licensing is not included. Windows Server Evaluation may be provided for evaluation only, and you are responsible for any Microsoft licence your use needs. The Windows licensing page has the details.
Most servers are live within 60 seconds of payment confirmation. At busy times it can take a few minutes.
